such funds. We suggest that the

most convenient method of securing this

authority would probably be to include

the expenditure to be met from the

Renewals Fund under a special expenditure

vote transferring an equivalent sum from

the Renewals Fund to a corresponding

separate head of revenue.

Alternatively,

expenditure out of the Renewals Fund could

be authorised by a special section of the

Appropriation and Supplementary

Appropriation Ordinances, a separate

schedule of the expenditure being

appended
